Powershell Launch - Access is denied (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))

Getting below error if i'm launching powershell with option run as different user using non admin user (local or domain) credential in few servers only. It is working for Admin users. Could you anyone advise? Tried UAC disable and enable but same issue.

the shell cannot be started. A failure occurred during initialization: Access is denied (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))
