unable to edit a power-point presentation. Error “We can not open this presentation because it is protected with Information Rights Management (IRM.)”

We have a power-point presentation inside our online document library, but if the users try to edit the presentation using the browser they will get this error:-

and if i chose to open it in the "Desktop app" i will keep getting this message, that i need to request the permission from a user inside our company:-

Although when i access:- Admin centers >> SharePoint >> settings >> classic settings page >> In the Information Rights Management (IRM), i found that we are not using IRM, as follow:-

so can anyone advice what is going on?

    Hi @john john ,

    Information Rights Management (IRM) enables you to limit the actions that users can take on files that have been downloaded from lists or libraries. It is off by default.
    IRM needs to be set manually in Admin Center and library settings. You could refer to this article for information.

    Some simple confirmation:

    1.Could you have a try to check the Library settings> Information Rights Management Settings?

    2. Is this error new or does it always occur? If it’s a recent issue, someone may have changed the settings. You'd better contact your colleague for confirmation.
    3. SharePoint Online supports encryption of the following file types:
    • PDF
    • The 97-2003 file formats for the following Microsoft Office programs: Word, Excel, and PowerPoint
    • The Office Open XML formats for the following Microsoft Office programs: Word, Excel, and PowerPoint
    • The XML Paper Specification (XPS) format
    Does this error occur only in PowetPoint files or all the files in this Document library?
