Sharepoint - Automatically share files without needing owner approval

Hi,

I've created an online Sharepoint site using the Document Center template.

I've also created a permission level such that users in my organisation can only view and edit files online and cannot download them.
All my users are part of this " View and Edit online only group".

Anyway my question is:

Is there a way that users can share files with other users in the same organisation without the need for permission of the owner of the file?

For example, if user1 wants to share a file named TEST.doc (that is owned by user4) with user2 and user3 and rather than sending an message to user4 requesting approval, it just allows this to happen automatically?

If there is a way to do this, can you please let me know?

    1. Go to Site settings -> Site permissions -> Stop inheriting permissions
    2. Select the file, click Share.
