365 Administrator not responding

We are a small company, the guy who originaly set up 365 and was/is our 365 administrator maybe dead, he is not answering emails or phone calls and this is over a period of 6 months, how do we appoint an administrator within our company to take on the administrator roll and we wish to retain all the emails held on the 365 server.make
