the skype account is restricted by using paying features, however got message for showing my account is ok when click fix account link

When i try to buy a skype fixed number abroad .
Ｉgot the message about my account is restricted by using paying features.
However , when i choose the link to fix my account.
It shows my account is OK .........
What should i do now
