Skipping all of the steps to get to the startup advanced repair screen:
1) Do a system restore to the previous restore point
2) Do a start-up repair from the advanced diagnostic menu (not the just initial one when you enter the automatic repair)
3) try to see it it will restart
4) repeat as necessary
It should also be noted that in rare cases, doing a forced reset on a computer with an SSD can result in immediate and permanent loss of all data on the drive, if it happens to precisely coincide with a write-in-progress.
