To exclude the client issue, we recommend you try to upload the picture again in Teams web client.
Besides, please try to clean Teams client cache file and restart it to see if it works for you.

To check if the issue is related to network environment, we firstly recommend you change a different network to see if this issue can be fixed.
Besides, we recommend you contact with your admin to check Azure Conditional access policies and check if this account is under policy which will restrict you from access specific resources.
