First Run on OpenAI Assistant Thread won't run.

Question

I am using the Azure OpenAI Assistant, and on my first Run on a thread I get "Rate limit is exceeded. Try again in N seconds." This happens on my first call of the day. This happens both in the AI Sudio Playground and from my own Python code. This is gpt-4o in East-US, even after my quota has been increased.

I get a 429 error when I first open "assistants" in Azure AI Studio. But after I clear that I can "create" my Assistant, and create a vector store and upload files to it. But I can't make a run. I get the same failure both from my Python code and form the Playground.

I suspect something else is wrong, the exceeding quota isn't the real issue/failure, for example the model I am using or my keys or whatever.
