Unable to login Azure Devops Server 2019

I have installed Azure Devops 2019 using unattended method (https://learn.microsoft.com/en-us/azure/devops/server/install/unattended?view=azure-devops-2019). Installation succeeded and I am getting the login page, but I am unable to login with the Windows Administrator User. Could you please help me in resolving this? Also, please let me how if there is any command line to setup a new user and use it to login.
