Authenticator app causing log in issue

I am having trouble, like the other thousand complaints, on signing in to my account because I didnt have the authenticator app set up and now it requires it to sign in.

Ridiculously, the two methods to choose from both use the authenticator app. To set up the authenticator app it sends you a code in the authenticator app you havent yet set up.
