microsoft account problem even after reinstall

just to get this out of the way I have a dell XPS 8500, with windows 10 home(and I have tried pro but same issue), intel core i5, 8 gb of ram, 128 gb ssd, and no dedicated GPU (the igpu is intel hd graphics 2500). if I set the system up with or without a Microsoft account it continues to show this notification.

then something about password reset (it did not say this exactly but this is the just of it)

I turned off shared experiences and I have tried in the past to do a different microsoft account and no luck

UWP apps do not work when this is happening which is slightly important for what I do sometimes

AND I KNOW THIS IS NOT MALWARE SO DO NOT PUT ANYTHING LIKE THAT IN PLAESE!! any other help is very much appreciated

    Download the latest Windows 10 20H2 iso image from media creation tool, then clean install.

    Completely format disk and clean install will exclude all system related issue, and during oobe phase, you could create a local account and use it as login account. If you worry about MS account, you could login it on website and delete the devices which under this account.

    Once installation finished, you can check Store. This process I have used many times, always work.

    If yes, could you please tell me if you try to turn off "Nearby sharing" and "Share across device" will the problem be solved?

    • Click on Start / Settings (the gear in the left column).
    • Click on System.
    • Click on Shared Experiences in the left column.
