What is the root cause for Event Log service is not starting |Error 13: The data is invalid,

Does this error appear with each of the event logs or just with specific one or ones?
The event log may be corrupted or have the wrong permissions applied to it.
Try backing up the event log files and let the event log create new ones. ( copy of move the logs to a new folder)
Event log folder is \windows\system32\winevt\logs
If that doesn't work Also check the registry location
HKLM\SOFTWARE\Policies\Microsoft\Windows\EventLog
What are the permissions on that registry key?

Check your "Services" for the Windows Event Log.
If you're unable to start it manually, try entering the following commands in cmd:
sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
