Is it necessary to create VNet in Azure? If yes then why?

    It depends on the Azure Service you want to deploy and use.
    Some Azure Services require a Virtual Network/Subnet for communication. And some Azure Services do not require a Virtual Network/Subnet.

    The short answer is: No. To answer your question more accurately however, more context would be required. Vnet is not necessary when using many Azure services, but some cannot exist without it, i.e. Virtual Machines. A good example where a Vnet is needed would be when you’d want to extend your on-prem network to Azure and either host VMs in Azure or just access Azure services over a private network (Vent) rather than directly over the Internet.
