I'm looking at enabling Entra ID "Identity Protection" - do ALL of our users need P2 licensing, or just admins?

As per title, we are looking at the features included in Entra ID "P2" licensing to enable alerting and advanced identity protection for our users.

We have P1 (through Msft 365 A3 packages) currently, and I am trying to figure out if we need to purchase these P2 licenses for just our administrators that would be managing the suite, or if each user that would be covered under these protection features would also need the P2 package.

Obviously, there would be a massive cost difference between the two.

Does anyone else have a clear-cut answer to this?

    To enable Microsoft Entra ID Protection, you’ll need Microsoft Entra ID P2 licenses. These licenses are required for all users who directly benefit from identity protection policies, including mandatory multi-factor authentication (MFA) registration. So, it’s not just admins; all users need the P2 licensing to utilize these features
