Office 2019 Installation Error Code 0-1018 (0)

I am using the Office Deployment Tool, and the installation stalled at 25% for 20 minutes. I cancellled the installation, and tried to rerun the Deployment Tool.

It now gives me an error "Couldn't Start Office installation. We're sorry, but we could not start your Office installation. Another installation is in progress. Please try again later"
Error Code 0-1018 (0)

I've rebooted. No change.

I checked for any Windows updates, and none available (computer completely up-to-date).

A Microsoft support document says to look for the installation in the System Tray. There is nothing there.

I tried running the Microsoft Support an Recovery Assistant, but it says there is no Office program to uninstall.

I am at a dead end. Any help would be appreciated.

    Thank you for the link to the Technet Forum. That was the key to getting this running. Surprisingly, the suggestion on Technet did not completely fix the problem. It still stalled, but at least go rid of the error message. I got a fresh copy of Office 2019, and retried. That got things going, although it certainly took a long time for the installation to complete.

    You definitely saved me on this. Thank you!
