Microsoft.CognitiveServices resource provider stuck at "Registering"

For some reason the Microsoft.CognitiveServices resource provider is failing to register. This stops me from creating a Bot Channel, as that apparently requires this "CognitiveServices". It will give the following error:

Resource provider 'Microsoft.CognitiveServices' not registered for the subscription

The problem managed to fix itself after a day.

If you have a service that is stuck on "Registering" and it's a showstopper for your other work; I suppose the only thing you can do is either wait or contact support.
