I agree with Erland!
Please check if this ODBC Driver and OLE DB Driver exist in the control panel -> uninstall program page, if you already have installation of them, please uninstall them and the failed installation SQL Server.
Then restart your machine. Try to reinstall SQL Server as administrator, we'd better let the SQL Server installation install them!
In addition, did you install SSMS first, this is also a possible reason!
