Unfortunately, the ability to freely move the taskbar is not a built-in feature in Windows 11 as it was in previous versions of Windows.
However, there are a few workarounds that some users have found helpful:
Third-party software: Some users have reported success using third-party software like “StartAllBack” or “Start11” to customize the taskbar. These programs are designed to restore some of the functionality that was available in previous versions of Windows, including the ability to move the taskbar. Please note that these are paid programs.
Windows Updates: Microsoft has released an update (KB5039212) for Windows 11 version 23H2 that addresses some known issues with the taskbar. It might be worth checking if your system is up-to-date.

Restarting the ShellExperienceHost process: Some users have reported that restarting the ShellExperienceHost process can temporarily solve taskbar issues. To do this, press the Windows key + R to open the Run dialog box. Type “Taskkill /f /im shellExperienceHost.exe” and press Enter. Wait for the process to stop, then restart it by typing “shellExperienceHost.exe” in the Run dialog box and pressing Enter.
