Language preferences for Loop app only are incorrect

Hello, my companies parent org is based in Germany. They control our our 365 access, but we manage it in the US. I have come across a few strange things and I dont know what the root cause is, so we try to bandaid where we can. The newest is one employee wants to use Loop. Either with the app or online version, its in German language instead of English. Only on this program. All other Microsoft apps appear fine and in english. All of his settings are correct in 365 and on his laptop. Between the German IT team and the US IT team, we cannot figure out why only Loop, and only his Loop, shows in German. All other users see it in English.

I experienced this when I was hired, when I opened Vizio, the shape names and all items on the left bar were in German, and everything else was in English. I found a setting in Exchange that had my region set to Germany, once I changed that it was all in English. This user has everything set to US and English. What am I missing?
