Sharepoint Recyclebin - Contribute users are able to see other users deleted items and able to restore, even empty recyclebin?

Is it this by design? or it is a Bug ?. please verify and confirm.

Verified user is having only contribute rights in the list level and Read access on the site level.

When a user deletes an item (e.g., a file) from a SharePoint list or library, it goes to the Recycle Bin. Other users with contribute permissions can indeed see and restore items from the Recycle Bin, even if they weren’t the ones who deleted them. This behavior is consistent with SharePoint Online’s design.

Does it mean a contribute user can delete items from recycle bin which was deleted by another user?

Does it mean a contribute user can restore items from recycle bin which was deleted by another user?

User can see Empty the recycle bin, Does it mean user with contribute can empty all files in first level recycle bin?

2.Yes.

3.Yes. User with contribute can empty all files in the first-level Recycle Bin for which he has "Contributing" permissions to these files. To put it simply, as long as the user has a "contribute" permission to the file, it can delete or restore the file from the first trash bin, regardless of whether the file was originally deleted by him.
