Hello,
i've recently experienced this problem and it was caused by trellix threat prevention -> on-access scan for trusted installers. I deactivated it temporarily and it worked.
Try to download and install vcredist_x86.EXE fromhttps://www.microsoft.com/zh-cn/download/confirmation.aspx?id=26347
