where abouts does the code go into the map ready event callback area to add a simply overlay of weather radar:

running on my vs it's not working properly as shown in screenshot 1 and 2

The timer is not working on top right corner of screen & no clouds on visual studio. But from url link above it is working?

The current problem is beyond the scope of UWP and is related to Azure Map. I noticed that there are engineers helping you. you can contact the Azure Map engineers.
