There is a distribution list created from office 365 EAC. The owner of the DL is not able to add or remove members from the DL.

Based on your description, I understand you got an issue when owner of DL is not able to add or remove members.
To resolve the issue more efficiently, I want to confirm the following with you.
Are you in a hybrid environment or fully Exchange Online.
Also, if you will get the error message when you are not able to add or remove members.
Please kindly share the error message to the further investigation.
Also, please check the role assignment of the owner, make sure the owner has the necessary permissions. Review your RBAC settings to check if there is a custom Role-Based Access Control (RBAC) configuration affecting the issue.
