As a global admin I had the right to do everything. All of suddent I cannot manage mailboxes, I tried to give a user permission on a shared mailbox I get this error : User is not allowed to call Get-RecipientPermission, Also I assigned myself Exhange admin, Recipient management all roles that might give me access still cannot solve it. I'm no longer allowed to even see the delegation permissions in EAC when I click on Delegation it's just blank. This is weird! Any ideas?

I've experienced issues in the past where despite being GA I had to add in another low-level permission in order to be able to call specific commands. Check this blog for a bit more detail:

I put a ticket in for this already, and it was closed for being unreproducible :-/
So I put in a ticket and they reset our tenant on the backend. They also had me add the Global admin to the Recipient Management admin role. We are good. Thanks.
