Moving Few RDS Licenses

We have a Win 2016 based AD Domain named "one.com" with a Win 2019 based RDS License Server having 200 RDS licenses.

We also have another Win 2016 based AD Domain named "two.com".

Both AD domains are physically & logically isolated from each other but are owned by a single organization.

We now wish to use 50 RDS license in the AD Domain "two.com". These 50 RDS license should be moved/migrated out from the 200 those are setup in the AD Domain "one.com".

Need to know the setup to achieve the above requirement. A link to any MS article will be helpful.

    We need to set up a new RD license server first , then migrate the RDS CAL to the new RDLS.
