I originally submitted a support ticket with Forza Support, and after providing all requested troubleshooting and no solution, I was recommended to ask the Microsoft Gaming and Xbox support community, and now I have been recommended to ask here after no solution again.
Forza Horizon 5, purchased and launched through the Microsoft Store / Xbox app, does not launch while in Windows Test Mode (Windows 11 Pro). Sometimes I receive an error (0x64), other times it does not launch at all. The game attempts to load / sync with the pop-up splash screen for about 5-10 seconds, and then quits / does not launch.
I use Windows Test Mode to be able to use unsigned video drivers ("CRT Emudriver") for a secondary CRT display running on a different GPU. Turning off Test Mode and rebooting the computer allows Forza to launch (and it works perfectly fine), but my secondary display does not work due to requiring Test Mode to work.
I'm wondering if there is any way to force / override Forza to launch while in Windows Test Mode to allow usage of both Forza and the secondary display.

Did you check this with Windows update?
For driver updates, it is recommended to download the driver from the device manufacturer website. The driver from windows update may be delayed from the device manufacturer website
