Unable to deploy (non-static) Web App

I am attempting to deploy a non-static Web App via the Azure Portal and am receiving the following error:
This region has quota of 0 instances for your subscription. Try selecting different region or SKU.

I am selecting the Basic B1 SKU with continuous integration to Github and the West US 3 region. However, if I set it to the Free SKU, I get the same error. Azure seems to think that I have no quota available in the entire region. That is fine, so I attempted to submit a quota increase ticket via the Help Desk. The ticket was closed immediately with an automated response telling me to submit a technical support ticket; since I have a pay-as-you-go account and am not paying for support (and this not a technical issue, as far as I am concerned), this is not really an option for me. The product list for North America shows App Service is an option available in West US 3.

My subscription is labeled Azure Plan, which I believe is pay as you go (though I notice a LOT of interchangeable terminology which can add confusion at times).

I would like to give Microsoft my money, but this is putting a pause on my plans. :)

If I need to increase quota to allow for a Web App (which shouldn't be needed), what specific machine do I need to request use of? If not, why am I unable to do something so simple as to set up a new web app on my current pay as you go subscription. And why is the help desk asking me to submit a technical ticket when I am merely unable to deploy a new object?

Thanks for your question.

Based on the information you have provided, I will recommend since your previous ticket was marked as resolved prematurely, open a new support request and clearly explain that the issue persists.

In the meantime, you could Go to the Microsoft account recovery page and fill out the form with as much information as possible. Include the new email address associated with your account if known.

As a last resort asyou are getting a "too many codes" error, you could wait full 24 hours before attempting again. Use a different device and browser in an incognito/private window. However, I wont recommend this as you have suspicions that someone has access to account.

This response does not appear to be relevant to my question. The error code is "This region has quota of 0 instances for your subscription. Try selecting different region or SKU," not "too many codes." My account does not need recovery. I am trying to deploy a new web app via the Azure portal and am being told the subscription and region do not have enough quota.

Update: This appears to be an issue with the West US 3 location. I was able to deploy an app service plan using the West US 2 location; however, the resource failed to deploy completely and I had to remove the entire subscription to get rid of it. It appears that there are a number of glitches occurring in the Azure portal right now.

Jason Shargel , I understand the frustration that comes with deployment issues. Apologies for the inconvenience and trouble with this issue.

Kindly share the support request (SR) ticket number, so I can track this internally.

As I understand you have provisioned the resource fine in West US 2 location, but failed to deploy, could you please let us know what is the exact error message you receive?
