How to unblock a website on Windows 10 laptop

I am unable to access Youtube.com on my Windows 10 laptop in any browser, but I can access it on other devices. I suspect a friend may have blocked it as a prank, and I'm not sure if it's on my specific Windows account or their account on my PC. Can someone provide guidance on how to unblock a website on Windows 10?

Every time I try to access it, this shows
