Auto Labeling sensitive types

When creating a sensitive label, I want to use Full Name + All Physical Addresses, combined. The auto labeling will label the file when combined, but it will also label , Full Names by it self and the same with All Physical addresses by its self. How can I get it to label only when both are combined on the file. If I change the condition to , 'AND' every thing changes to an, 'AND' operator. See attachment ...

    To configure the auto-labeling rule to apply the label only when both Full Name and All Physical Addresses are combined on the file, you can use the "All of these" detection criteria.     1. Go to the label properties for the sensitivity label you want to configure.
    2. Under "Auto-labeling for files," select "Add a rule."
    3. In the "Add a rule" pane, select "Add a condition."
    4. In the "Add a condition" pane, select "All of these" under "Detection criteria."
    5. Select "Full Name" and "All Physical Addresses" under "Sensitive information types."
    6. Select "Save" to save the auto-labeling rule.
