My CPU Usage is at 100% and CPU Temps are at 65c+ on idle

Hello, I've had this issue happen once before a few months ago and I reinstalled windows 11 completely new, removing everything from my computer which seems to have fixed the issue. However as of earlier today, I installed 4 new updates listed below:

2024-07 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5040442)

2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5039895)

Security Intelligence Update for Microsoft Defender Antivirus - KB2267602 (Version 1.415.15.0) - Current Channel (Broad)

Windows Malicious Software Removal Tool x64 - v5.126 (KB890830)

Since then, my cpu temps are at a steady 64-65c and increase up to 85c when I open a video game, for example.

The only way to normalize this is if I open Task Manager, which reduces it to 30-33c on idle and then goes up to 60-70c or so when I'm gaming.

I've run a full scan of my computer as well as an offline scan, checked anything that might be malware but it only seems to happen when I download a windows update (which is what happened last time too).

How do I fix this?

    Consider a BIOS update.

    Use Resource Monitor for this type resmon in Start Search to check which processes are using your CPU without opening Task Manager.

    Check under Event Viewer > "Windows Logs" > "System" for any errors or warnings that coincide with the high CPU usage.

    Ensure that the drivers and Windows are updated.
