Excel page number do not print correctly

Excel print preview shows page 1 but in page setup I have it set to start on page 65. I can confirm that the page number is programmed in the footer and that it is within the margins.

How do I get this document to start printing page number 65 on the first page?

    If you set as above, according to my test in Excel Professional Plus 2016, I can reproduce your issue, so it may be an issue by design.

    I suggest you to set as below and ignore the print preview.
