How can I create an adaptive card in Microsoft Teams that only displays a buttons and has no background or border? I have attached an image for reference and would appreciate any links or resources to help me accomplish this.

This doesn't seem to be feasible. To achieve your requirements, we recommend you give your feedback in Teams Feedback Portal.
@Prasad-MSFT It's is currently possible. You can check by adding Jira Server bot in group scope.
