Are all policies ( Device/compliance/security/protection) part of MDM/MAM area in Microsoft 365?

Hello,

While there are plenty of policies available to create, I wanted to understand whether all policies ( Device/compliance/security/protection) part of "Only" MDM/MAM area in Microsoft 365 or these policies can be out of "MDM/MAM" as well?

Can you please clarify?
