Since the OOB Discussion Board web part doesn't work on modern page, as a workaround, we suggest you use News web part to keep your partners, team, and colleagues in the loop as well as engage them with important or interesting stories by using the News feature on your team site.
When external user clicks into the news at home page, they could add comment for the news post:
In this case, is it possbile to give contribute permissions to News Sites Pages and only read permissions to other site pages in the Site Pages Library.

Yes it's totally possible.
Set the Read permission for external users at Site Pages library level.
Then set the Contribution permission for the selected page through Manage access>Advanced>Stop Inheriting Permissions>Assign unique permissions for this page item.
