DHCP Server Service errors after restart, won't hand out DHCP

The server is 2012 R2. Whenever the server is restarted DHCP will not work right away. It shows these two errors in the log, but upon restarting the DHCP service in Services manager everything works fine until the server is restarted again (typically due to extended power outages at this location).

I have confirmed that the computer does and always has had a static IP. I can't seem to track down any other applications that use port 68. Once again all I have to do is go in and restart the DHCP Server service in Services manager.

Errors in Logs:
The DHCP service is not servicing any DHCPv4 clients because none of the active network interfaces have statically configured IPv4 addresses, or there are no active interfaces.
DHCP Server is unable to bind to UDP port number 68 as it is used by another application. This port must be made available to DHCP Server to start servicing the clients.

    Same issue with me, let me add one thing more, I think DavidD-1394 will agree with me,
    this issue only occurs when we lost a power and then the system starts after power is up, if we talk about normal server shut down and starting again, this does not occurs, so I do not think the issue is with the port or any sort of that or NIC, all things are working fine if the server is working normal, this issue occurs only the when the server unexpectedly shut down due to power loss. and even sometimes in this condition dhcp work but offer dhcp to some clients only, it doest not offer to all, or most of the time i noticed that it does not offer a single dhcp. And when I restart the server the issue resolves, some times after two restarts.

    I have searched many forums but no help, they say fix your power , ups etc but everyone can not afford it, so i think if we schedule a task using Task Scheduler and schedule a restart for dhcp server after 5 Mins of server start may fix it, I will be trying this in coming days.

    If some one got a better idea then please help

    Sadly that did not help, I have verified that I have a binding for it's static IP.

    According to my research, this event can be caused by Bad NIC/Incorrect NIC hardware settings. Have you ever tried to reinstall the NIC in the device manager?
    What's more, Do you have any service associated with switch monitoring tool?
    In this thread, the solution was stopping a switch monitoring tool:

    1.Run "netstat -ano" and find that UDP Port 68 is used by what service.
    2. In Windows Task Manager - Services tab, track down the associated service based on the PID that is found in Step 1.
    3. Now try to disable this service and verify if this issue will occur again.
