Microsoft.net framework installation won't progress

I'm trying to install microsoft.net framework 3.5 feature on windows 10
the problem is, that when downloading the files, installation won't progress, or progress only a little, as seen in screenshot here:44174-screenshot-146.png

After that, it gets stuck and won't progress any further.
Things i tried:
Deleting all files in SoftwareDistribution folder
Renaming said folder to SDold
using sfc /scannow command on command prompt
enabling windows installer service
