Microsoft.net framework installation won't progress

Question

I'm trying to install microsoft.net framework 3.5 feature on windows 10
the problem is, that when downloading the files, installation won't progress, or progress only a little, as seen in screenshot here:

After that, it gets stuck and won't progress any further.
Things i tried:
Deleting all files in SoftwareDistribution folder
Renaming said folder to SDold
using sfc /scannow command on command prompt
enabling windows installer service
