Onedrive api - Require sharing downloadUrl from onedrive to a thirdparty that uses url to download the file

Question

I have a need to share a publically accessible non-autheticated url to a file with a thrid party service that will download my file and post it into thier service. I need something like and S3 container or a google drive that allows for the creation of publicly accessible downloadable urls for the exchange of files. How do you do this?
