There seems to be a misunderstanding in your question. Windows 11 and Windows XP are separate operating systems, and there's no such thing as "Windows 11 XP3".
Open Control Panel in Windows 11.
Go to "Programs".
Click on "Turn Windows features on or off" under "Programs and Features".
Scroll down to find "Legacy Components".
Click the plus sign (+) next to "Legacy Components" to expand it.
Check the box for "DirectPlay".
Click OK/Apply.
Reboot.
