Error Creating Custom Forms within the Same Site Using SharePoint Designer 2013 on SharePoint 2016 (On-Premise) Environment

Does anyone know what would cause a "Could not save list changes on server" message when attempting to create a new custom form in a SharePoint 2016 On-Premise library (default document library) but allow new custom forms in a list within the same site?

Hi anonymous user-7489,

Please check whether you have broken lookup column in the default document library.

Make sure all lookup columns are hooking on existing lists.

Note: please remember to refresh SharePoint Designer if you make any changes on the document library.
