Unable to register my app to use WNS

I have added an app to microsoft partner center and I want to register WNS for this app. I have navigated to WNS/MPNS under product management category and when I click on app registration Portal it redirects me to another website that gives me the following error: We're unable to complete your request unauthorized_client
