Inspite of access is there no content showing in library

Inspite of access is there no content showing in library for the user, where as I am admin I can see it
he has edit ,contribute , read and limited access at the library level
Contribute and read access at the site level.

Tried below steps, but no luck:
No unique permissions
deleted user and added again
added and deleted as site collection admin to revoke the access

what could be the wrong. Please help

    Hi @sns ,

    There are three ways to cause this problem:

    • Manage Files With No Checked In Version: Go to Library Settings and click the "Manage files which have no checked in version" link. If users have uploaded files but not checked them in, the users who uploaded the documents will be the only ones who can see them.

    • Version Access: Go to Library Settings and click the "Versioning Settings" link. If "Content Approval" is turned on, then only people with access to Approve items will be able to see unapproved items. Similarly, if "Create major and minor (draft) versions" is checked, double-check what the "Draft Item Security" is set to-- you probably want it to be "Any user who can read items"
    • Permissions: Finally, go to Permissions for this document library and confirm that there are no documents or folders with unique permissions.

    THank you. please see my answers below

    1. Yes there are checked out files, but looks like those checked out files are not there in the library now.
    2. content approval is turned off , and it is already enabled "any user who can read the items"
    3. Yes there are files and folder with unique permissions. but these files are not there in the library , means in the content in the library is part of inherit permission only
