second monitor doesn't awakes after sleeping

my second monitor set as the primary often won't wake up after PC waking up after sleep.

PC: Windows 11 Pro 23H2 (build 22631.3880), CPU AMD Ryzen 9 3900X, motherboard MSI X570 Gaming Pro, RTX 4070 TI Super (same issue was with GTX 1070 as well). everything of those has newest stable drivers.

1st monitor: LG D2542P-PN (cable connected DP-HDMI (DP is for DisplayPort), also tried HDMI-HDMI),

2nd: IIyama ProLite X2377HDS-B1 (cable HDMI-HDMI, also tried DP-HDMI),

3rd: Samsung UE55MU6272 (cable HDMI-HDMI).

workarounds i tried: - changing cables: tried connecting DP, HDMI, DVI cables to the same monitor (DP and HDMI cables are new and undamaged. no issues when working with Ubuntu)

  • changing the order of connecting monitors (primary and secondary)
  • resetting graphic drivers with the Windows key + Ctrl + Shift + B combination
  • changing power modes in MB's BIOS
  • trying completely useless recommendations from this site (like Power Troubleshooter, update graphic card's drivers, checking "Allow the device to wake the computer" in Device Manager, etc., etc.)

the only method currently working is to unplug the cable from the monitor and then plug it back. but as you can understand, this is totally unacceptable.
