Project "toy-website-environments" is not created

I am doing exercises within module "Manage multiple environments by using Bicep and Azure Pipelines" and using Azure DevOps templates for creating project in Azure DevOps. After running the template related to module I see notification that project is successfully created but DevOps org doesn't have any project.
