Can SSIS Developer Edition be used to create Packages to run in Azure Data Factory?

Can SSIS SQL Server Developer Edition (free) be used to create and test packages that will be run in a production Azure environment (using Data Factory SSIS Integration Runtime)? Or is a paid license of SSIS required for this type of development? Thanks.

    As per the Azure-SSIS integration runtime document, you can use Standard or Enterprise SQL Server edition for the integration runtime.
