Unfortunately there is not an automatic way to decrease the size of an Azure Disk. The recommended method is to create a new disk and copy the contents, you will also need to shrink the partition before copying. With the OS disk there is some added complexity of this. Please check this thread where we have some details on how this might be accomplished.
