Can we sync Entra ID with Microsoft Intune and specify conditions for abnormal situations involving individuals? For example, if there is an abnormal change in IP address, can we automate actions across different resources, such as auto-logging out from the account or deleting OneDrive files and caches from the local storage of those individuals?

It is not a real-time management product. What you need is a security solution with some sort of EDR functionality that can allow monitor, take action real time. Have you looked into Defender for Endpoint?
