Can't create an inherited process in Azure DevOps Server 2019

According to this link, it's possible to create an inherited process in Azure DevOps Server 2019 but in our case, the menu option "Create inherited process" is not available. We tried it with an account with full permissions. It is possible to create an inherited process in Azure DevOps Server 2019? If yes, what should we do to enable the menu option?
