You may also try following the steps introduced in this official document: Cancel your subscription. And if that doesn’t help, I would recommend you open a service request in O365 to get further help.

EnkhBattsooj-1045's solution on this page is the only thing that worked for me. The online process otherwise is just a cluster of dead ends and access restrictions. I called Microsoft THREE TIMES and was always cut off when trying to cancel this. I even called a number for the "commercial department" that the rep said to call (1-866-425-9705), which wasn't even an active phone number. Just a horrendous and shady quagmire that Microsoft should be EMBARRASSED about. EnkhBattsooj-1045 is a hero. Thank you!
