I see akinbade abiola has shared the reason for why a Load Balancer would be considered "Degraded"

This essentially means that the data path availability is between 25% and 90%

This means your backends are not responding to health probe requests.

As next steps,

Please make sure the backends are healthy and is responding to Load Balancer health probes
