VM Windows 11 in Azure

I need to create a VM with Windows 11 for use by 03 users. Are the Windows and user access license already included when creating the VM?

    Hello,

    When creating a VM with Windows 11 in Azure, the Windows license is not automatically included. You need to bring your own license (BYOL) for Windows.

    For user access, you will need to ensure that each user has an eligible user license. This can be a Microsoft 365 E3/E5, Windows Enterprise E3/E5, or similar subscription that includes Azure Virtual Desktop access.
